Believe it or not, Sometimes it's not worth getting assaulted or killed on the job.

Sometimes people choose not to intervene becuase its the path of least resistance. The Operator is probably used to behavior like this from doing school trippers. Or, he felt that he didn't want to get his ass whupped by a bunch of punks.

Transit operators get assaulted or killed around the world just by doing their jobs. Last year, there was a MTA New York operator that got stabbed to death because he tried to enforce the fare.

While the radios on SEPTA vehicles have a direct connection to the police, time is a factor. Moreover, the hoodlums may be regular riders, who may be prone settle things with violence.

As mentioned earlier, SEPTA operators can get be held liable for defending themselves.

While I do understand the frustration that occurs with this however Septa employees are simply not allowed to engage the unruly behavior that goes on on some of the busses. The bus drivers are not law enforcement there for the only thing the driver can do is ask the man to leave the bus. Anything else the bus driver does in that situation he is held liable for.
